Yesterday the Mianyang police in Sichuan said that the mastermind of a busted porn streaming and online gambling ring who was hiding in Cambodia had voluntarily returned to China and surrendered. The case involving 260 million operation ($39,000,000) has been taken down.

After more than 2 years of investigations, Chinese public security agencies have successfully arrested 52 criminal suspects hiding in Southeast Asian countries like Cambodia and the Philippines. 27 apps for live streaming porn were shut down and the police seized 2 servers, 20 computers and 121 mobile phones. Over 7.5 million yuan ($1,130,000) was seized and assets frozen, completely eradicating the blackmarket chain of transnational porn broadcasting.
"We found the top of the black market"
In October 2018, the Cybersecurity Department of the Public Security Bureau of Mianyang, Sichuan, received a report that someone in Mianyang was streaming porn on apps like "Moebao".
The Mianyang police opened an investigation and confirmed that there was porn streamed live on the app. The Mianyang police reported their findings to the Sichuan Provincial Public Security Department. On October 29, 2018, a task force was established under the lead of the Provincial Department's Network Security Corps.
The task force discovered that the "Mengbao" porn platform was the same as "Mermaid", which had changed name and branding many times in an attempt to make investigations more difficult.
After investigating and collecting evidence for over 100 days, the task force identified nearly 10,000 porn actresses and over 500,000 members registered on the platform. The suspects were spread out all over China and the operation was extremely large.
Additionally the crime gang also provided gambling platform interfaces like "Jincheng Chess", "Ninth Five-Year Supreme", "Xiaoxin Chess" etc. It also engaged in establishing casinos, fraud, money laundering and other criminal activity.
"The Mermaid gang operates from abroad"
The police carried out one-by-one screening of the people involved, continuously identifying suspects. In March, 2019, the task force co-ordinated simultaneous arrests of suspects in Mianyang, Chengdu, Hangzhou, Xiamen, Zhangzhou, Changsha and other places. Multiple members of the crime gang were arrested in one swoop. The police determined organizational structure and operating modes through interrogation of the suspects and the investigation grew.
According to the police, the "Mermaid" crime gang carries out crimes from abroad targeting China. The gang operations were controlled from Cambodia, Malaysia, Hong Kong and other countries.
The gang operated like a large company and had set up three departments: the live broadcast department, the gaming department and the funds department. The live broadcast department fronted as cultural media and art companies, using high profits to bait young women into the porn industry. The women were given large loans to make them depend on the criminal gang and to continue working for them earning high income illegally.
"We were able to arrest the leaders because we caught lower rank suspects first", a member of the police task force said. They had arrested suspects named as Zheng and Xie in Xiamen but they did not have any identity documents or carry mobile phones.
While the police interrogated them Zheng and Xie remained silent or pretended to be stupid, deliberately avoiding critical questions. The police decided to search their residence and interrogate their relatives and discovered their criminal affiliation. The two men finally broke down and informed the police about their crimes.
After the investigation, Zheng and Xie fled to Cambodia from where they continued the management and operations of the "Mermaid" network. They are managers of the criminal organization. The apps used by the gang were developed by a software development company in Shenzhen.
On May 29, 2019, over 40 police officers from Mianyang Police department arrived in Shenzhen. They cooperated with the local public security organs and shut down the software development company in Shenzhen responsible for developing the "Mermaid" network apps. At the same time the police raided the group hiding in Chengdu that was in charge of the payment platform used by the network.
