Public holidays were already reduced last year when 5 holidays were scrapped (International Human Rights Day, International Children’s Day, Paris Peace Agreements Day, Meak Bochea Day, National Day of Remembrance) and one holiday was reduced from 3 days to 1 (King Norodom Sihamoni’s birthday).
On top of some public holidays next year falling on a Saturday, there are 2 single day holidays (Constitution Day and Independence Day) that overlap with 3-day holidays (Pchum Ben and Water Festival respectively).
By the way, the announcement of public holidays for 2022 is unusually early. Normally they wait until around October.
