Is there any amnesty or discount for long term overstay at the moment?
If so, would a physical condition play a role in the decision making?
Unless you were in a coma for the past few months, then no, even then you're Khmer negotiating skills would need to be top notch. That is the only justifiable excuse for anyone who is still here on an expired Tourist Visa from early 2020.
With effect 22nd April 2022, the exemption/waiver of overstay fines for those who entered between Jan - Mar 2020 on a T-type (Tourist) Visa, e-Visa (electronic online Tourist Visa) or Visa Exempt Entry ended, so if you still haven't done anything about it you will owe over 3 months in overstay fines,at $10 per day.
