Hainan Island gambling/Bye-Bye Sihanoukville Casinos
I always suspected there was something strange when the Chinese government allowed the "black money" people in China to build casino's/internet casino's in Sihanoukville and never used their "Operation Chain Break" to enforce the Chinese anti-gambling laws (circa Aug 17, 2017). I suspected there was a deal between Heng Sen and the Chinese premier for the Chinese anti-gambling cops to look the other way.
Well, their plan has come out a couple days ago. Let the dirty money guys buy/lease land in Sihanoukville at inflated prices, import hundred and hundreds of young Chinese to run the internet gambling scams, build cheesy casinos that are fronts for internet gambling with people in China (illegal in China.) Everybody was happy. The connected Khmers laughed all the way to the banks and the casino lords could run/build their internet casino empires unrestricted.
A few days ago the Chinese government announced that they were going to legalize gambling and internet gambling on Hainan Island, China. Macao doesn't even have internet gambling. Now the people in China who want to gamble will be able to do so legally with regulated internet gambling sites on Hainan island. Chinese nationals can fly to Hainan Island without getting special permission like in Macao, gamble, enjoy the beach's and have a place to vacation that everyone speaks their language and feeds them the food they like. BTW/ MGM Grand the American Mega hotel casino chain built their first hotel only, no casino hotel on Hainan Island a couple years ago. Now they are first in line for gambling licenses. (I wonder how much that information cost them?)
Its a Win-Win for the Chinese government and the connected Khmer landlords. China cripples the Chinese/Malaysian mafia at no cost, The Khmers get fat bank accounts and when the casino's have no internet gambling/gambling customers and a negative cash flow, they default and the Khmers take the empty buildings over.
Let me see, if I was a Chinese national that wanted to gamble legally, had some money, wanted to see some nice beach's at places that have two airports, are close to the Chinese mainland, have all the infrastructure in place, a real mega American based Casino, regulated/fair gambling or wanted to buy a condo near all or I'm on the mainland and want to legally do internet gambling.

I can fly a long way to Sihanoukville where it is illegal for me to gamble, no honest gambling commission oversight, have garbage filled beach's, cheesy small casino's, sewage flowing down the street, dirty/dusty roads, most everyone doesn't speak my language, the food is odd, and when I fly back to my home in China I could be arrested for gambling. Yes a real decision! Not!
Say goodbye to the hundreds and hundreds of young Chinese internet gambling computer operators. Say goodbye to being thrown out of your home to make way for them. Goodbye to all the hole-in-the-wall Chinese restaurants, say hello to lower rents as the Chinese leased hotels/guesthouses/bungalow complex's empty out.
In operation Chain Break the Chinese government went into places like the Philippines and ripped up the Chinese national's passports so they had to return to China and jail. In Cambodia the higher up Chinese (not the throw away internet workers) bought Cambodian passport that made them untouchable by the Chinese government as they were official Cambodian citizens (I heard $80K a pop.) Well, thay are now worthless when the casino's go bankrupt, but the Cambodian government made money (or someone did.)

I sure hope your conclusions are correct. China is definitely considering this now. Guess there are more than one way to spur development...HE may have pulled off a good one!

Not a word of what the OP said is true. There's an idea floating that gambling on a small scale might be permitted in Hainan, but why would they try and put Macao out of business when they make so much money out of there anyway?
Look up a company called SV International. They're building in Cambodia and Laos because they can't get licensed in China. Where are they from? Hainan.

Personally, I think it will hurt Macau more than it will hurt Cambodia. The vast majority of Chinese online gamblers bet through Chinese intermediaries on credit. Sites like Sbobet and Maxbet thrive off that market and at least SBO will have the money to pursue any online Chinese licences through Hainan. Cambodian casino's offer online operators the ability to work under their licences and I doubt that will change any time soon. Outside of NAGA World, the dirty and boring Casino's in the Kingdom are pretty worthless. I think Cambodia should consider being a online territory an issue licenses like the Philippines.

Now that the Chinese government is planning to legalize gambling and internet gambling on/from Hainan Island, how soon will the casino's (fronts for internet gambling) that gutted Sihanoukville be empty? I'm saying 10 to 12 months before the black money people walk away due to big negative cash flows. With legal gambling in Hainan Island and the Chinese tourists/gamblers going there, who is going to buy the 30/40 story condos at Independence beach? How soon will the Chinese government come into SKV and start ripping up passports of Chinese nationals involved in gambling in SKV? (Operation Chain Break) Its obvious that the Chinese government made a deal with the Cambodian powers that be to hold off enforcing the Aug 17th laws until everyone high up made piles of money leasing land/housing and constructing the cheesy casino's. About two years ago MGM Grand corporation built their first hotel without a casino on Hainan. Inside information, or just smart? Lots of empty buildings, condos, guesthouses, bungalows in SKV in the near future. Sad part is the Cambodians that have gotten higher paying jobs due to the Chinese Casino invasion and borrowed money to buy luxuries. What happens when those jobs go away? Back to the low paying factories? A friend of mine in the world wide security business predicts a high crime rate in SKV's future. Interesting year ahead for SKV.
They (China) have been discussing this since at least 2010 and only a limited trial (lottery and online) and they certainly have not giving the go ahead.
Even if they say yes do it’ll take years to come online, licences (you can’t apply for a licence before it’s been approved!), infrastructure (they need to build an international airport on the west coast), roads and then the actual casinos themselves, accommodation (for the tourists, staff) etc.
It wouldn’t make sense for a “dirty money” businessman, as OM calls them, to invest millions into an operation that is controlled by his government and bets are done using yuan. How can he launder his money?
You can’t have it both ways.
It won’t be approved and even if it does it will be in a limited way and take at least five years to compete with SHV and all the other SE Asian operations. Macau won’t even notice it. (They’ve at 80% hotel capacity. That’s unheard of)

The reason is the returns here are more than any other nation in SE Asia.

Asians esp the Chinese are known to live frugal. A pot of rice and a dish of stir fry chowmein or a piece of dried fish can feed the entire family, or a tiny living space cramped with people. Yet when it comes to gambling there is no limit.
The Chinese are odd, no doubt. Our debtor Ricky Hu won’t pay council rates worth now about 50K, wont pay our levies about 12 K, won’t lodge a tax return and has lost his licence for ignoring a speeding fine. Now we have made him bankrupt.
