Can I include things I say, as long as I personally identify as a dumb foreigner in Cambodia, even if I don't physically meet all parts of the thread subject?

I don’t think the invoice is correct. Look at the number of units and the unit price. Poster seems correct that total cost is 1200

Total cost is 2 * $600 = $1,200. Subtract discount gross $399.96 = $800.04
They’re trying to pocket $400 by asking for the undiscounted cost.
1. Without itemized billing, this is highly suspect, in terms of both the amounts and the motive. What constitutes the bulk of this?
2. How is/ was this kitten kept prior to the surgery? It must have been in terrible pain.
3. Any sensible vet would have done the sensible and humane thing and put it down on arrival. It seems that the first consideration was to do the surgery, and think about the costs and practical implications later. What happens after the surgery? Who looks after it?
4. Are vets operating in Cambodia required to prove their qualifications?
A blue whale was hit by a motodop while migrating in the gutter last night near my home and I need a vet to help with crowdfunding. I'm temporarily keeping it in my my freezer, but it's in a lot of pain and keeps blubbering.

Whether the surgery was worth it or not, I don't think they are trying to scam on the donations (assuming invoice is real)

First off, you need help with crowdfunding for the vet. Vet's aren't known to be any more skilful at CFing than others ("...I need a vet to help with crowdfunding.").
Secondly, a motodop would have been written off. So, tell the truth. Was it an SUV?
Thirdly, I wouldn't even consider contributing a dead fly to your request, until you tell me how much you are after. And even then you will be lucky to much more than half out of me.

If the surgery was worth it or not depends on the factor that Animal Mama are the most expensive Vets in the land, their prices would make you wince in the West, so certainly the operation could have been a lot cheaper elswhere. That is the problem when you have to not only fund the animal's healthcare but a western owners lifestyle as well

I don’t have a lot of insight into the operations and pricing but I have seen recruitment posts in the past attempting to attract international veterinarians to work for Animal Mama in Cambodia. The operation has set itself up to attract people to come from overseas to be a vet. It has priced its services accordingly. As long as they are transparent with their pricing in advance so people are aware, there is zero wrong with that. People have a choice.
