The only thing a country can do to non-behaving diplomats is retracting their diplomatic recognition and subsequently deport them, as well, demand a Covid-19 test result, before entering the country (as a requirement). I am not sure, whether the Cambodian government does impose this, in the end, there is a lot of potential "investment" (or donations) coming from those diplomats, so don't upset them.
It does state "certify" and not state "Covid-19" test performed.
And the "shall maintain a quarantine", implies, it is up to the diplomats' responsibility to do so. There is no way, the Cambodian government can enforce that as is being done with Cambodians, Business and regular visitors.
For the Hungarian guy, he (I assume), came on a diplomatic PP/Visa and the Cambodian government did about everything to avoid him to quarantine himself, by inviting/bringing him everywhere around the country for the 2 days he was in. Sponsor money at stake, I think....... No speak, no money.
