FFS...here we go again, no doubt due to the Hungarian Foreign Minister, but this is a reminder of why it is important to continue with the 14 day self-quarantine once released from initial quarantine on arrival.
Schools, entertainment venues, museums, etc to close for 2 weeks with immediate effect.

If this is the case then it is entirely possible for COVID to go largely unnoticed until there is a media spotlight on it or until there is a large flare up.
Now the MoH have amended the entry requirements again, appears to include mandatory 14 day quarantine for regular travellers and Cambodians, but waiting on an official translation for clarification.

- Cambodians are quarantined 18 (???) days in state quarters completely free of charge. If the Cambodian wants a hotel, pay yourself. Return home Cambodians still not have to provide the 72h before departure Covid-19 test
- Business guaranteed passengers get released for "work" from the quarantine hotel, if the first test is negative. Passengers' guarantee pays for all. Unclear, whether the release is only for work during the day and still quarantined when away from work.
- General foreigners will be put in designated hotels for 14 days, based on the USD 2K deposit and pays themselves for everything. No more self-quarantine at home.
- Diplomats seem to get tightened measures, though specifications referred to the Aug requirements. Unclear whether diplomats need to show the 72h before departure Covid-19 test, maybe not.......
Regarding the visa: It's stated, everybody should get a visa at the embassy. Unclear, whether existing and still valid 1yr EB/ER will be recognized.

Regarding the business travellers under sponsorship/guarantee, they will be released from mandatory quarantine following first negative C19 test, and will not even be required to self-quarantine....one step forward, 2 steps back

Actually, the translation says:
"Passengers will then be allowed to leave the hotel to work and intercept on a schedule. Contracted work, request for warranty."
I don't read in there, they are "released", more the opposite. "Can work, but still in quarantine", especially, because "the guarantor is responsible for all costs during the intercept" (clause B.2). And clause B.4 warns for violations with the published punishments.
I think, the bad things are the return home Cambodians without Covid-19 pretesting as well as something similar for diplomats.
And, I don't think, the 14 days mandatory quarantine would be that bad. It certainly has turned out, the home self-quarantine does not work for those who are high-risk visitors.

Yeah, those pesky diplomats and return-home Cambodians.
However, let's not forget, the Hungarian guy DID have a Covid-19 test report (whether fake or real, I don't know).
He didn’t do 14 days in quarantine and if he did this would not have happened.
The new rules add excuses (“work”) for other people to also bypass the 14 day quarantine requirement. I don’t know how that is going to fix anything.
