People not self-quarantining
Yea it's all a little vague, hopefully an official translation will be released in the morning which clarifies some of the points.
5.B reads "Assured foreign passengers will be sent to a hotel designated by the MoH to await the results of the first COVID-19 test. After the results of the first test are negative, the passengers will be allowed to proceed with the catalyst and work according to the schedule attached when requesting the warranty.

I'm not a negative person, I encourage people all the time...it's usually to f**k off! But, whatever.
^ this...these new requirements are due to the Govt allowing foreign delegates to enter the country and roam freely with absolutely no quarantine period...it would have most likely happened eventually anyway due to foreigners and locals alike flouting the self-quarantine requirement, I'm actually surprised it didn't happen sooner.

We earlier considered doing the State Quarantine Quarters as my family is 5/6ths Cambodian for the first two days, and TRYING/asking to move to an approved quarantine hotel after that if anyone on our plane tested positive, AND the State accommodations were not great. Now,...??
Thinking the New York Hotel looks fine. Any comments on 14 day quarantine there?
Two rooms at Soka for 14 days sounds expensive.
Shame, I was very much looking forward to completing quarantine on the farm, doing some hardwood tree pruning, hiking on the mountains, swimming in the pond. Oh well, Such is life.

Can I ask how people are getting visas again? I swear the last thread was talking about how no embassy's have issued a visa except SK and that it's hopeless trying to get back into cambodia unless you have money to burn and want to get arrested for immigration fraud? How are these irresponsible people actually getting back?
1. The Government quarantine facility is only for Cambodians travelling on a Cambodian passport or Foreign passport with K-type Visa. 2. There are currently only 3 hotels available for pre-booking for Quarantine on arrival;
- Sokha(currently booked out by the Govt for Govt employees & families to quarantine)
- Tian Yi
- Himawari
3. Pre-booking one of the above hotels is only mandatory if entering under VAPGI Sponsorship/invitation.
If you don't pre-book one of the above hotels, you will ride the mystery bus to the quarantine hotel allocated to your flight by the MoH, and you will not know which hotel until you arrive there.
With this new announcement, I wouldn't be surprised if more hotels are approved for pre-booking, but need to wait and see.

We didn't pre-book a hotel yet. Be nice to know what choices will be. If everyone from every flight must stay for 14 days, the 3 hotels you mention will fill up very quickly. Anyone know up until this point what percentage of flights allowed passengers to home quarantine after first 2 days?
Wife and kids Khmer, I'm the only expat and speak passable Khmer, I guess there remains a chance we could talk ourselves into the State quarantine place, but not sure if it is worth trying to do. Does anyone on the forum actually KNOW what it is like?
Used to like going to receptions in the Garden at the Himawari, but it was fairly new then and there was no path between it and the river. However, if HE says we need to stay 100% in the room 14 days, there isn't much difference between a 4 star and 2 star hotel.
Guess I'll find out soon enough.

No, there is no chance YOU can talk yourself into staying in the Government quarantine facility. The problem is, these people travel on a diplomatic passport/visa and international regulations prohibit to put limitations on a diplomats' movements, assuming a diplomat is a responsible person, blablabla. The only thing a country can do to non-behaving diplomats is retracting their diplomatic recognition and subsequently deport them, as well, demand a Covid-19 test result, before entering the country (as a requirement). I am not sure, whether the Cambodian government does impose this, in the end, there is a lot of potential "investment" (or donations) coming from those diplomats, so don't upset them.
Yep, and this is subsequently a problem, in case one of the return home Cambodians turns out to be infected on day 13. Oh, and, I would not suggest trying to stay there as a Westerner. It would be hell, compared to your general living expectations.

However, given it does explicitly not state, the negative tested people are free to go, but only "work according the requested permission", I guess, it's still quarantined, except when out for work (IE under control).

Anyway about a year ago I stayed for a few days at the Himawari. While showing it’s age, the family room we were given was a huge 2 bedrooms + living room suite, with a basic fitted kitchen and a laundromat.
Probably pricey but definitely a more comfortable way to spend 14 days indoor than in a 2 stars labeled guest house.
