As others have said, this is standard. Technically they are supposed to give you a non-winnable can for free (AKA a wedding can). Most shops don't stock these so the standard procedure is to give you a winnable can but charge 500 riel.
As others have said, you were getting the chance to win 7 more beers for less than $1. not a bad deal
