Over 52% of Cambodian long-distance taxi drivers have good daytime driving skills. They know how their vehicle moves on the road and the size of spaces it will squeeze through. Unfortunately, most don't care much for safety or road rules, so they still need to be treated with caution. Their velocity is often a problem.
More dangerous, are those that only highway drive on infrequent weekends. Avoid the Sihanoukville highway on weekends. Crazy Phnom Penh drivers are deadly.

Worsing thing about Cambodia
"Ministries optimising cooperation to foster Cambodia’s information digitalisation" . A KT Headline today that got me fearing: what if Cambodia had an integrated computer database that linked all info from all ministries. I'm very happy they aren't there yet. The news article is only some minor cooperation between a couple of ministries.
Still, this government nosiness is getting worse and worse.

The worsest thing about Cambodia is the lack of democracy and systemic corruption. The worserer thing about Phnom Penh is the rapid commercialisation over the last 15 years that has destroyed the city's low rise charm.
Worst thing about Cambodia is that it has been closed for a year and a half.

Unquestionably the most deplorable thing about Cambodia is the volume of American expats currently trying to Americise the place.
what always gets to me is how they use the entire surface of the country as a trash can.

Made even worse by the fact that Cambodia's neighbors to the left and right have some of the best local street food in the world and at cheaper prices. Its a shame. I think so many of the local food sellers are missing the mark. The trade they could do by simply making a bit higher quality food in a more hygienic manner would be huge, especially in tourist areas. Additionally, the streets in Cambodia can be an utter mess. The idea of eating crap food, bad ingredients on a gross dirty street and sitting amongst piles of discarded bones and tissues strewn around the sidewalk is not very appealing. Maybe a fun experience on your first trip to the Kingdom for the local experience / shock value but it unappealing quick.
This comes to what bothers me more than shit streetfood.
Garbage, Trash, Rubbish... everywhere. Although not totally unique to Cambodians, their overall lack of forethought to their trash is really bad. Its near impossible to find a nice place without trash everywhere.

Seems like South East Asia is not for you at all. Places like Monaco or Norway would probably be better. It's pretty common with garbage strewn across many streets in third world cities. Not just Cambodia.

There are a lot more important reasons as to why Cambodia needs to improve on these things. Least of which is my opinion. Disregarding your whataboutism, it still stands that Cambodia has a serious trash/sanitation problem countrywide.
Phnom Penh isn't really a Third world city as you say anymore anyway. It just looks like it a lot of places. Partly because of the fucking garbage.
Ill have to add Norway to the bucket list.
