Done a 3 day visit to Sihanoukville (Chinatown) last week, and thought I would write my experience.
Upon entering, I got lost in the new developments. Wide bitumen roads, nice footpaths and some very tall hotels. Some finished and look quite nice and fancy, some finished and already falling apart. Many that have just stopped, shut the gates and let the weeds and grass take over. Some still continuing to build. It is still like a giant construction site in parts. But look past this, and when it's completed, it will be a stunning area to visit. City planning is non-existent, with hotels built within inches of others, and blocking the view with taller and larger structures.
I settled on a hotel at victory hill. 20usd per night, brand new just recently opened
very clean, pleasant staff and a rooftop infinity pool overlooking the ocean. Was expecting to see a lot more Chinese, so that was a pleasant surprise. In the mornings I got up and went for a swim in the ocean, a bowl of noodle soup, only slightly more expensive then pp. A cup of coffee sitting in the shade on the board walk. Stunning ocean and bays.I did feel that ks has lost its Cambodian feel. Just felt like a very small Chinese city. All signage is chinese and Cambodian script. Plenty of Lexus minivans, Ferraris lambos and Range Rovers..a lot of money in ks, clean or dirty, iDK
Gone are the bungalows and 50 C beers. But also gone are the shirtless middle aged men drinking their 50c beers on the pension and all the soap dodgers. (Hello kampot). I don't think the cambodians miss the 3usd per day these people were injecting into the economy.. I was talking to reception, and he was saying how much better off they are now, with wages on average about 800 usd per month.
As far as girly bars go, victory hill has got a few bars, probably 5. The ice heads are gone, but there is no atmosphere. Much prefer pp nightlife..Eden bar half way to the pier is the other bar I went to. Nice enough. Some pretty girls. Where the road to the pier used to end, is now a road where the ocean used to be. Again nice big bitumen road, boardwalks and absolutely shocking drivers. Drive as bad as they do in pp, but just faster.
I enjoyed the time out of the city, haven't been to ks in 4 years, so the change was impressive. I would recommend a weekend down there, with a wife or a mistress, whatever takes your fancy. Personally I liked the old ks more, but you can't stop progress.

And I haven't done any studies or seen any stats but I call BS on the 800 bucks a month average salary.

It depends on your definition of ‘Chinese food’
If you are looking for British type Chinese takeaway food. Then no.
But there are many authentic Chinese restaurants around, but many are not foreigner (non-Chinese) friendly. Not that they are hostile, it’s just menus are not so much in English…
Around Ratana Plaza there are quite a few proper Chinese restaurants. Then there are various Chinese noodle and dumpling dotted around the place, they can be good.
