I would agree that Khmers often feel nicer than westerners initially. However, I found almost always there was a financial motive there. Sometimes it just takes a while to eventuate...But it will inevitably arise 90% of the time.

Despite the cultural differences, I always found the locals to be very polite, dignified and quite honest in their affairs in many cases. I agree, it all depends on how you behave.

One big difference is that there are a lot more people out and about in public here. Back home most of the place even in city center areas is deserted. So it's easier to meet people. I find most locals to be very friendly. As for them having financial motives, unless they are vendors I haven't found that to be the case. I've been invited for food and drinks countless times by complete strangers, and they rarely expect anything in return. Of course there are hustlers and beggars around tourist areas but these are easily ignored. When I sit in the smoking area outside a bar or restaurant in my home city I'm constantly being hit on by junkies/ gypsies etc. It's ten times worse than here.
Anyway, I wouldn't say they are nicer or less nice than people from where I'm from, but it's easier to meet people here.

Cultural differences account for a lot. There's the Asian tendency not to wear their feelings on their sleeves quite as much as people who are culturally European. There's the South East Asian tendency to smile quite a bit more, especially women, and women at men. Then there's there's the fact that you don't know what they are always saying, especially at the start, and have less subtle appreciation of their more culturally-specific social and physical cues.
That all goes to see a lot of people being scammed, lol.

There are neither "Nicer or Less Nicer" people you will meet from another Country, or people from a different Nationality.
I have been scammed by inlaws,
I have also been shown a huge amount of love and protection from other inlaws.
I don't believe you can equate your experiences based on a Nationality.
There are good and bad people everywhere.
