Phnom Penh is getting much cleaner.
I've noticed this recently, especially after all the green wheelie bins popped up everywhere. Here's a recent video from a guy who just walks around showing the streets. :

Now all we need is for the bellends with massive pickup trucks to stop blocking the entire pavement, and the city might become actually walkable.

Yeah, just look at Manila. In London they have the term "Chelsea Tractor" for the large 4x4 Land Rovers, Range Rovers, G Wagons etc. Non even get muddy never mind go off-road. Some streets near Riverside are pretty hot on parking when the cops come but some bong with money can park where he wants.

While raising health and hygiene standards is always a good thing, I think you have to be a bit careful about what you wish for - the sterile west can be an insidious influence.
