The reason that SOME in the expat community are "indoctrinated" this way is mostly because the old timers (many of them Snooky refugees) recall that this was indeed the case. Having spent much time there myself since 1996 I can say that I felt that way too, mainly because it was true. I still find it surprising sometimes when I see people promoting the rule of law etc. thinking what's the point? Is it really so different from 10-20 years back? I no longer live there, just visit so maybe I am just way behind the times.
Corrupt and self serving does not equal useless. Some Cambodian cops have knowledge and skills, I'd guess the same % as in most countries.
While any typical Khmer or expat is not likely to feel satisfied their incident is well investigated, if motivated - and this might just be their boss, or the Governor, thinking enough is enough, not necessarily a cash payment - perpetrators can be caught and a violent crime spree halted. If you have the time to hang around for the reporting process, doing so MAY help others.

It took several hours, didn't help matters whatsoever and one of their number is a creepy fucking dude who I couldn't help but think belongs in a cell and not in a uniform
