Caught by the fuzz
Well it finally had to happen...years after moving here I got pulled by the traffic cops.
Friends of mine insisted that my shiny black vespa with Union Jack flag trailing behind had the boys in the blue shirts fooled that I was in fact the British Ambassador. One African (who may not have been very well) once tried to jump on the back of my bike saying, 'take me to the British Embassy.'
The Vespa is now a different colour, the flag is long gone and today I wanted to do a U-turn at the Sihanouk/Monivong junction. Noticing traffic cops lurking the other side of Sihanouk I instead charged though Caltex took a right onto 63 and stopped at the lights.
Big Mistake.
That part of 63 is now 'drive towards soriya' only and I was going the other way and had to stop as the lights were red.
Now the trick with traffic cops is not to stop, aim your bike directly at them, twist the accelerator and watch them leap out of the way. Sadly this option was not open to me.
Drat, bugger, feck, bollocks.
I even had about $500 in my pocket so swiftly turning around and craftily sneaking my big notes into a seperate pocket I humbly laid out whatever small riel was in my other trouser pocket. The fecker took me for 2000 riel but I guess that I got off lightly as the pig was originally muttering something about $10 bucks and he'd have probably fainted if he'd seen how much I was actually carrying. I'm sure that I'd have then committed the most expensive minor traffic infraction in the world.
Phew.
So take heed peeps. They're waiting at the corner of 63 next to Sunday CD shop and if they catch you there at the lights then you'll have to get ya wallets out.

Yeah, I got nabbed at the same location a few days ago. They caught me totally by surprise, as I hadn't een on that street in a while and had forgotten how it has recently changed to a one street. I had 2 heavy passengers on the back, and the sheer weight prevented me from driving away. They pulled me over and I made a few meek attempts at repositioning my bike to make for a quick get away (which I felt was really obvious). I was surrounded by 8 cops, all holding batons.
I couldnt believe it myself... how had this happened.. surely I could escape?
just as I had given up hope and started thinking how much money I should pay, the cops directed me to move the bike off the road. As they noticed I had given up looking for an escape route, all but 2 of the cops had moved off the road. They pointed for me to move my bike up the road a bit, and moved aside.
I was genuinely following their instructions, when I suddenly realised that I had a clear path in front of me, and a rolling start. Couldnt believe my luck. I dropped it back a gear (I was still in 3rd... not convenient) and accelerated off. My rear passenger was expecting a baton blow, but it never came, and of course they did not give chase, even though I had clearly been caught in the wrong, pulled over and no evaded police.
Strange, but I honestly feel that i am in the right now in running away from the police (which is clearly wrong)... even when I have broken the law... weird..

I live in Saigon most of the time and last year for Tet I came to Phnom Penh. I got stopped on my motorbike and it cost markedly more than it ever does in Vietnam.
I felt like a total arse because everyone told me they would piss off for about 4,000 riel. After his first request - which was way high for the crime I'd comitted - (being the last one through a green light) - I thought it was going to go well and he'd get his few sheckles and I'd be off, but more and more cops started to show up and ultimately he stung me for ... well more than I thought he would.
So what's the going rate and how far would they have taken it had I just said, 'No'?

What a great city it is.
Interested about motorbikes. I haven't seen any larger bikes at all. It all seems to be motos and the occasional Vespa. Does anyone have larger 250cc dirtbikes?
Just intrigued as there is a small possibility that I might move to Hanoi or Saigon and if so, would want to know if there would be mechanics for my bike.

Oh, and concerns your question. It totally depends, in my experience. Because most of the fining seems to be low-level corruption there doesn't seem to be much ryhme or reason to it. I think you would be unlucky to have to pay more than a couple of dollars. But, if you get an arsehole and a difficult political situation (ie. police officers are not being paid because there is no goverment, it does happen!) then it could be more.
I tend to just drive past them, looking very confused, when they try to flag me down, works every time, so far!

As far as mechanics go, it depends on what you've got. If you had a Vespa there are a few places on Lo Thi Kiet, but as far as a real trained mechanic I know of some people that have had to send their bikes off to Hanoi - and as we all know; Vespas are bikes for people who like to fix bikes.
If you have a hair dryer with wheels (which I currently do) there are any number of shade tree mechanics and even a chain of actual trained mechanics (look at the end of De Tham and you will see one of them on the other side of that back street). Hope that helps.
