Cambodian Social Security Numbers?
Will Cambodia ever have something like a USA Social Security Number? A Government issued number unique to every individual in the country that is required for work AND uniquely identifies them for tax purposes.
Currently Khmer staff with multiple employers pay monthly tax as calculated independently by each employer. If they are married, have a few kids, and 3 employers, they might happily pay zero tax on a combined income of, say, nearly $1,200 per month, because the tax department doesn't combine income sources.
I'm happy for employees too, but just wondering if WP numbers will be used for Tax purposes in the not distant future.

It's called salary tax and it's the employers responsibility to pay it.
Do you know any locals who make $1200 a month working three different jobs, or is that another hypothetical question?

I’d suggest that it’s not that unusual. Loads of young locals, especially in the city, have side hustles. Most second or third jobs would be informal though and tax would not (currently) be paid.
Then for example there are reserve soldiers, who receive a government salary. And just need to go for ‘training’ twice a year. They often also hold full time jobs, in addition to their families side-hustle.
It must be difficult to know since everyone pools their resources within the family unit. There is no social security here other than that of your family and the property they own. Everyone has to pay their share to keep it honorable by providing whatever they can, as you say, a "side hustle" of probably many. I say, good luck finding out what Grandma is hiding in the back room cubbard.
I'm guessing a straw mat and some playing cards next to the Tong Tin book. Maybe an arcade fish game machine if she's been hustling for a while.

Of course unofficial side hustles are much more common, but it isn't rare for people in Cambodia to work for two or more registered companies, where they would be taxed at a higher rate if their cumulative pay was calculated, instead of reported as two unlinked amounts by the two separate companies.
(And yes, I know Teachers on Government books, who also work at a couple of private schools, earning, in total, over $1k/month, but paying zero tax, as each employer calculates tax individually so the employee stays below the minimum threshold for payment.)

Ive met plenty of locals making way more than that working 3+ hansum men who are back home after their little 2 week trip to Camodia sending money via wing after being told they are the girls oun somlanh

I'm not looking forward to it, but I guess before the end of the decade Cambodia will have something like a Social Security number, a number that uniquely identifies each worker with all his/her legally reported income, and that is recorded on all tax payments.
Or, do you think that is more than 7 years away?

Legally reported income = employers paying salary tax.
When paying salary tax don’t employees have to be listed individually with associated national ID card number?
Now I’m sure they aren’t aggregated across returns by ID card number, but it should be technically possible to do so.
Was just reading about the Chinese intent for fuller data aggregation and easier, more complete Government access to the data, not just numerical identification, but the voice, face, iris, finger prints, and DNA; plus locations for residence, shopping, travel, recreation, education and when and how they move between these places: and of course what they say, write, and do everywhere, for everyone. And why not?
Anyway, you are correct, the Cambodian Gov knows names of income earners and taxpayers already, it just doesn't seem to aggregate the info, and use it together yet. Through employers, I've been paying Cambodian income tax since around 2005, but I'm fairly confident that no one in the tax office has any idea how many thousands I have paid, when I started paying, or even if the entry with my name in 2005, 2010, or 2022 connects to the same individual, me.
My first wide use of Cambodian land lines was for dial-up modems and that wasn't very useful partly because there were so few land lines. Cambodia leaped almost directly to mobile phones before the turn of the century. Perhaps individual data aggregation will make a similar leap? By the time Immigration, Labor, and Tax is linked and used, they will have voice, fingerprints, facial, and social networks all linked and on tap. I do no wrong, of course, but a bit scary!
