I recently bought a new car from the dealer (vehicle will be collected soon).
Vehicle registration will be done by the dealer.
How to settle the road tax (for 2022) since the application window closed on Nov.30?
Didn't ask the dealer (yet). Would like to hear from you first.

Road tax 2022 (new vehicle)
Do you mean new car from a main dealer like Mazda, Ford, etc - or a second hand 'new' car? If the former, I'd be surprised if the dealer have that sorted already, if the latter then you'd presumably still have to take the car to the MPWT test centre up near Grand Phnom Penh.
I did mine last month & the process is fairly straightforward, but then I did take a local with me to get it sorted. If I recall the process was one of ..
1. Pull in, get issued a ticket in the queue & some bong does a quick VIN check - engine + the one in your front window, etc. If they don't match, good luck..
2. At some point your ticket is called & you drive your car to the rolling road/light check, etc garage/warehouse looking place. Get out of the car & let Samnang the test guy drive it in & test the car (gutted, I wanted to give that rolling a road a good spin!). You walk through the test area, which is totally safe of course and wait the other end.
3. Once tested, park your car up front (don't go too far) & wait for the result. If clear you will get the MPWT sticker put in the car by some test dude.
4. Assuming all good, you'll then get asked to go to an office desk - this is the little place that looks like a school toilet corridor on the left as you come out the test garage; they replaced the little toilets with rooms for their staff - there is a number above each door, something like J1, J2, etc. Find your dude..
5. Let Samnang do the paperwork & pay up your hard earned cash. He will give you the receipt for the tax disc payment & ask you to come back; but I think he also offered to deliver it to my house if I wanted to pay a few riel more. I guess this is what you show the boys in blue down the road if they pull you up.
I think if you do the above, that last step you would also get the fine for the overdue payment. You also want to have it done that day as in true Khmer fashion there is a police stop on the way back into town to catch folks leaving the centre without the tax diplayed ... genius ...
Will defer to anyone else that has the full story for an overdue tax disc as mine wasn't overdue, but that was the MPWT process roughly.
[edit: if you've got the MPWT sticker for this year, then you can also get the tax disc from Acleda, Wing, etc as far as I know, but I always needed to do the MPWT bit also, so tended to just do both there]

Spigzy what you have described is the MOT test - which I think is only required every 2 years and either new cars are exempt for first few years or the dealer will have initial inspection sorted.
The OP is asking about road tax which you mention in edit.
It’s easy to do, but yeah you are now outside the window for application.
I guess you just will need to keep the purchase docs with you to show the rozzers if they pull you over - assuming your purchase was after the final date of application for tax disc.
But I’m just guessing - I don’t know for sure

As already mentioned by @ផោមក្លិនស្អុយ: the question doesn't concern the MOT (which will be taken care for by the dealer, in casu Toyota Cambodia, as well as for the initial registration) but the road tax for 2022.
However, thanks for the clear feedback @Spigzy. May come handy in the future and for others.
Meanwhile I understood from a few Cambodian contacts on my Facebook account (and dealing with the same situation) that the police won't fine (when it comes to road tax 2022) owners of cars which were registered after 30 November 2022.
However the road tax will have to be paid. Basically next year when paying the road tax for 2023 but a contact at the GDT told me over the phone that it could still be settled this year too at no extra cost by visiting the GDT in person (incl. the required paperwork).
I may wait till 2023 in order to register the car though, but the dealer is not really co-operating (contract terms to be followed so no longer storage possible even after full payment) and there's no hair on my head that thinks about driving the car unregistered and uninsured on the public roads even when it's only for a short distance...
