Battambang Province:
A collection of provincial administrative buildings that move from an old location to a location have been labelled unsafe, as parts were broken down, roofs collapsed and have been abandoned entirely by the civil servants working there.
The building of the Department of Education, Youth and Sport, which is located at Damn Humpung Village, Sangkat Wat Chor, Battambang City is one such abandoned building. According to education officials, cracks appeared on the walls, the ceiling and the roof since its inauguration in ?? (says 2009, but later says 3 years ago, and then very new).
Despite officials in almost all offices having repair work done, both in the walls and on the roof of the roof, after the rainy season there are fears the structure could collapse. Poor quality construction has been blamed.
Education officials say that this year, the tallest building in the complex has been almost entirely flooded with rainfall. The foundation of the building collapsed, leaving the officials unable to sit down and work. Now the ministry has been asked to help build a new building behind the old.
Corruption is believed to have made the construction sub-standard, using low quality materials.
Around this issue, provincial director of the provincial education, youth and sports department, told a resident of the province on December 14 that the building of the Department of Education was really damaged, and now it is impossible for officials to work. The Director of the Department did not wish to comment on the unskilled construction or construction standard or poor engineers. But he said the ministry had built a new three-storey building behind the old building to allow officials to work. He said the ministry is planning to repair the newly damaged buildings, but isn't sure how it can be done. Because of the fissures, the roof, and the collapses, the foundations being dangerous, it will cost a lot.
It is recalled that many administrative buildings in Battambang have been moved from their old location to a new location. The provincial authorities have been criticized for selling off state land and state buildings. The old land has been sold wealthy businessmen in the province, or to private companies, to split up in order to build apartments or other construction, and the institutions were moved to new less expensive locations.
