With all of the false positives the tests give, including kiwi and other fruit testing positive, it is possible you could be in Cambodian lockdown for months and not even have the virus.

Is there, maybe, maybe, maybe, an upcoming loosening up of the arrival procedures in the pipeline ?
For example, for people being vaccinated, etc.

Not until end of the year at the very least.
You have to remember that although the vaccine(s) give the inoculated resistance they can still pass it on. Cambodia only has a small amount of vaccines and a crappy healthcare system so I doubt they’ll want anyone coming any time soon.

With proper vaccine, the risk of becoming Covid-19 infected seems to be around 0.1%.
Combine that with a PCR test within 72 hours of departure and a PCR test on arrival (with 1 day quarantine) and I do think, the risk becomes (even significantly) lower than the current risks like an arrival develops Covid-19 after the current 14 days quarantine (that's why Hong Kong did go to 21 days of quarantine) or a quarantine hotel staff member getting sick because of an arrival getting sick during the quarantine, though before the end-of-quarantine PCR test.
Though that might be too complicated, let alone, too much prone to documentation fraud by the arrival person. Fake PCR test documents are available everywhere, as such, it's pretty plausible the same will happen with vaccination documents.
