It's not that bad as it looks. The whole issue is, they mix up the visa process, the vaccine status, and the country entry process. For some situations, that is relevant, though for a lot of people, it's not.
Who knows, the whole gets canceled, when they suddenly find back all those infected test results, which miraculously disappeared 10 days ago, politically followed with the "country-open" announcement ...... The amount of infections in the country is not relevant for whom you let in, the protection (IE vaccination level is the relevant item).

The check-in staff far abroad would be different, they need to be overzealous to avoid the airline being fined and potentially being banned for some 2 weeks, when making mistakes.
I think the option would be to book the ASQ hotel for 14 days and once you have the confirmation documents change the reservation to 7 days. The invitation letter should come from the ASQ hotel, not to say, it might be, the ASQ letter can be considered the invitation letter, it does have a QR code. By accepting you for ASQ, the hotel confirms towards the government, their guarantee for the USD 2000. Potential sickness costs are covered by the mandatory insurance.

certainly need to know if you can re-enter with an existing, not expired of course, ER extension I have a friend abroad who will be wanting to do just that in November... and I expect to leave sometime next year with about 6 month left on my ER ...so that I can get back in ....of course complying with all the tests etc ....

You’ll have no issues returning, as long as you have the required documentation.

Yeah, there is zero competition with that health insurance. The Forte "helpdesk" just gives polite answers, effectively "sort out yourself", another indication, there is a lack of competition. It's an absolute moneymaker (just as with some other elements in this whole entry scheme).
