Mohan calls UN 'silly' and 'stupid'

The Cambodian People’s Party (CPP) has unique political culture of Chos Moulatharn, meaning the visit of local constituencies. Many international media are accusing CPP as conducting one-party rule. Yet again, it raises the question that if CPP is practicing one-party rule, why does CPP has to be so scared of the upcoming elections? Why is CPP still conducting Chos Moulatharn so frequently and so seriously?
Chos Moulatharn is a unique mechanism to operate check-and-balance within the party and also to reflect the voice of the people. Its main purpose is to avoid power abuse by local authorities with constant checking and support from central government.
Unfortunately, it has become a two-edged sword because while it is important to scrutinise performance of local authorities by central government, it also creates a dependency issues by local government towards central government. Local government has given up some of their duties, and always divert such responsibilities to central government while in practice, they are the ones who should be responsible first hand in responding to people’s voices and providing fast and reliable public service deliveries. But instead, there are plenty of complains about slow and complicated public service delivery by local authorities, even among high ranking CPP officials.
On the other hand, we also hear local authorities complain that they don’t have budget space for local projects. It takes too long to request, and when the project is approved, a large chunk of the budget is lost along the way, leaving only a minimal budget for local authorities to barely manage the project with extremely low quality.
Local authorities also lack human resources. Good talents don’t want to work in rural areas; young talents lack local popularity to win local election. This sort of mismatch needs to be readjusted by political parties.
Having a wary CPP is important to avoid any sort of “Chis Ses Leng Dai” by local and central governments of the CPP. “Chis Ses Leng Dai” means “riding horse with free hand” in Khmer, suggesting the irresponsible and careless manner of authorities in fulfilling their duties with the absence of opposition.
The fear of Chis Ses Leng Dai is not applied only to local government but also central government especially with ministries that have inactive ministers, who cannot do anything within their assigned portfolio unless the Prime Minister shouts at them. The Prime Minister has been seen complaining several times that he is now providing suggestions and recommendations to and making decision for those ministers instead of the reverse.
CPP: “Party of the People” or “Party of Devada”
The symbol of CPP is goddess Devada, a traditional symbol for happiness, blessing and good deeds, a truly Khmer identity. But when members of the party are acting like Devada, they lose their original identity as “Party of the People”.
It is completely alright to have a Khmer symbol as party’s symbol because it is inherently Cambodian belief and culture. But the party member should not act like god or Devada.
If party’s members think that they are Devada, they will lose touch of reality; they will become arrogant and complacent; they will think that what they do and think are perfectly correct and wise; they will not have an open mind and heart to accept any different views or listen to the voices of the people; they will not have a heart to accept their shortcomings to make self-improvement or to conduct reform.
When discussing about cabinet reshuffle, everyone in CPP, the young and old generations, are thinking that they deserve to be a minister. They all think that they are Devada. This is surreal and dangerous. That sort of daydreaming needs to be rectified because ministerial post is not for everyone.
CPP should remember when they were complacent with the pre-election survey of the International Republican Institute (IRI), which stated that more than 80% of the voters thought the government was moving in the right direction. But the election result was devastating and CPP lost many seats. This was the result of complacency. This was the result of Chis Ses Leng Dai.
Complacency is self-suicidal for CPP.
Lazy opposition: Opposition without substance
Cambodian opposition is very lazy. They have no leadership experiences, not only in terms of government. No one really know if their party members have proper jobs, managerial skills and leadership. No one really know if their party members have distinguished experiences in leading organizations, national or international. Even for their next generations of opposition, no one really know if they have any proper work experiences or good academic backgrounds.
They have simplistic definition that their role is to criticize and to remove CPP from country’s leadership.
It is normal for any opposition in the world to crave for winning and power. But political approaches of Cambodian oppositions are Chas Kumril or “deadly old”.
They have limited stock of ideas, such as anti-Vietnam, border issues, anti-China, corruption, deforestation, etc. They don’t have a clear idea what kind of policies they want to lead, what kind of Cambodia they want to build. They are just opposition for the sake of opposition or “obstructionist opposition”.
No one has ever heard of them talking about development policies, digital transformation, healthcare policy, or industrial policies. We only hear them insulting people, stir public anger, trigger xenophobia, or instigate wars with neighbouring countries.
They don’t know any other way to do politics beside knocking on foreign embassies’ doors or crying in front of human rights groups, which are also their own groups.
But there is no substance to it other than to portray that they are the victim of CPP’s rule. They have no policy at all. Their only policy is to insult, accuse, and make people angry.
Like what Interior Minister Sar Kheng said opposition likes to be “Rum-ouy” or “overly dramatic” without any substance or policy discussion.
Stupid Special Rapporteur
On 31 March, the Special Rapporteur, on the situation of human rights in Cambodia, Vitit Muntarbhorn, wrote an op-ed to his hometown newspaper the Bangkok Post. He described Cambodian political situation that, “There has been regression-recession-retrogression in relation to civic space and political space due to what is, in substance, all-intrusive single-party rule. This is based upon a prism of power control and predominance, targeted towards singular self-survival and self-perpetuation.”
From what he was explaining, we can only say that he has no knowledge about Cambodia’s political history, electoral system, and culture of Cambodian opposition. He is nothing but a clown within the UN system, who tries to perpetuate his career.
This is the problem of the UN system.
They don’t seek to understand why Cambodian opposition deserve what they did. They explained the opposition being the victim in Cambodian politics but they never seek to explain what the opposition has done within Cambodian politics.
The UN and the Human Rights Council should provide a legal opinion on what countries should do when facing foreign interference who try to overthrow a legitimate government. The UN should provide legal opinion on state’s possible actions against foreign supplanting of opposition, people’s revolution and regime change.
It serves the special rapporteur better if he can conduct training course to opposition groups on how to become “loyal opposition”, and he should create a code of conduct for opposition group to avoid having them as “obstructionist opposition”.
Racist, hooligan and instigator opposition have no space in multi-party liberal democracy.
The special rapporteur should remind himself that he is not the judge. He is the guest of Cambodia, and he should act like one. He is not a Cambodian political player and actor. He is not the participant of Cambodian politics. He has his code of conduct to observe.
The special rapporteur has to be impartial. The special rapporteur is not the mouthpiece of opposition. Don’t cross the red line.
If the special rapporteur continues to promote his stupidity on Cambodian politics, he should be barred from entering Cambodia. He should be barred from meetings with the Cambodian government.
What is the point of talking to him and explaining to him if the government’s explanation has never been reflected? Cambodia should not give him any reasons to maintain his job. He has never mentioned about the crimes of the opposition.
He should re-educate himself what is the meaning of human rights. He should know that human rights should be approached in a holistic manner.
Human rights are not only about political rights alone. For instance, in the face of Covid-19 pandemic, the biased human rights groups only cared about the right to protest and demonstration even at the expense of health risk. But the special rapporteur has never discussed about how to secure vulnerable people, marginalised people, garment workers, migrant workers, etc., who have lost their jobs because of Covid-19.
The UN rights group are the main reason why the EU withdrew partially, EBA from Cambodia as they have built solid documentations to claim “systematic violation of human rights in Cambodia”. But when tens of thousands of Cambodian garment workers lost their jobs, incomes and livelihood because of the great achievement from the UN human right groups, no one cared about them, certainly not the opposition.
After some factories closed due to EBA withdrawal, no human rights group advocated for rights to decent jobs and rights to decent living of Cambodian women. Is this not human rights too?
This kind of human rights approach is stupid. It does not serve the interest of the people. Cambodia should not welcome such kind of human rights approach.
Cambodia should reject the narrow definition of human rights.
The special rapporteur should not be invited to Cambodia again.
Let him talk alone. Like what Khmer saying that goes, let him be stupid alone.
