After a number of appearances this year, Phnom Penh’s mysterious ‘Phantom Gunman’ has struck again this morning – returning after a month’s absence.
This time, the mystery man struck at the A Condo south of Phsar Doeum Thkov roundabout along Street 430 in Sangkat Phsar Doeum Thkov, Khan Chamkarmon, Phnom Penh at 1:20 am on August 20, 2022.
According to sources at the scene, before the incident, they saw three cars, carrying a group of Chinese guests, bound for the condo.
As guests were walking into the condo , a man driving a Tundra car, stopped next to the car that was loading guests and fired at least one shot into the air.
The Phantom Gunman then fled into the inky-black Phnom Penh night.
After the incident, the military police of Chamkar Mon district came to the scene to investigate – but could only find empty bullet cases as sole evidence of the mysterious shootist.

I don’t believe I’ve ever witnessed the “inky-black Phnom Penh night”. Is there some other Phnom Penh out in the countryside or something?

So, al those fancy traffic cameras don't work? Or is it too much hassle to actually review their output? Or worse, is it not retained (long enough)? How about all the logging at telecom providers which is done for our security? (hahaha)

Yes, and aren't those Toyota Tundras supper popular very tiny vehicles. So small and so common the police could never look on the PP licence plate website to see the 18-45 registered.
