Available in most local markets, bag stores and even some supermarkets...they often have cool designs like angry birds and shit on them

seems people have recollection of seeing them, but i have been looking specifically in various places and havent seen any. perhaps they are currently "out of stock" just like everything else you want to buy

The bags that the OP is asking for are the alternative that people should be using. The level of plastic in this country is incredible.
I would be happy to pay 100/200 riel per bag or more for a more durable one (like in the UK)

You can get those things in any market. Driving up and down Monivong and Norodom isn't going to be too useful. Go to a market and show someone a picture of one on your phone.

As someone else mentioned, if you’re having trouble finding something common, then have a picture on your phone to show shopkeepers/Tuk Tuks/ motodops, etc and they’ll point you in the right direction...don’t be afraid to speak to the natives, they won’t bite.
