Just make it yourself in Photoshop.
It will have same level of credibility.

Note: a local degree would be easier to check
Most EU universities are bound by privacy laws, choose Oxford/Sussex/Edinburgh

Don't degree certs have extra security on them these days - QR codes or something? Time was a good quality photocopier would make a decent one but surely not now..

I’ve had to get electronic proof via university (secure access - forward specifically created access link to person needing it). Paper not enough - but that wasn’t in Cambodia

They usually need to be backed up with a transcript sent directly from your former university.
Romantic Cambodia is dead and gone. It's with McKinley in the grave.
Degrees on CVs is only to get you past the first stage. They (especially here) never check just as they don’t on previous jobs.
(Circumstantial evidence of course, but definitely the later.)

pew, pew, pew, pew!
It would be a mistake to think that locals wouldn't be able to verify an official degree, if they wanted to. And I wouldn't be surprised if they did that, and didn't tell anyone. That's how it's done here mostly, anyway. As for some online "universities", that's a whole different matter.
I don't know about other countries, but some universities in Australia allow you to check their graduate register online.
For example, if Jesus Christ claimed to have a Bachelor of Arts degree from the University of New South Wales, you could go to this website and check. https://graduateregister.unsw.edu.au/
It would take you all of 60 seconds to conclude that Jesus Christ is in fact a lying cocksucker.

Degrees in Cambodia are not printed and issued by the universities but by the government's Ministry of Education or ក្រសួងអប់រំ យុវជន និងកីឡា. If the aim is to obtain a genuine degree via bribing, it will not work. As for a fake one, I have nothing to say or advise about it.
Also, there is talk about the Ministry introducing a digital credentialing system similar to the National Bank of Cambodia's blockchain-based payments system. This means degree certificates can be authenticated and verified in real time by anyone whether from within the Kingdom or overseas by simply querying the credential's unique identifier (i.e. the degree number or a QR code). No human intervention is involved and the blockchain will not lie.
Google diploma mills for a choice of criminal machinations involved in that murky industry or invest in a laptop, Adobe photoshop software and a high quality printer. And if you're hoping to impress even the most discerning employer, top it off with a laser-engraved rubber stamp matching the university's exacting standards. Mind the spelling as using British "honour on an American one's "with all the rights, honors and privileges thereunto appertaining..." may end up being your undoing.

Bloody credential Nazis at University of Golgotha, and all he wanted out of life was to be a tefler.
I suspect many of the long-term residents had a fake degree with some experience on a similar work. They then learned enough on the job (and in the pub) just enough to keep faking it until a piece of paper became moot. The main point is to talk and act with the same assurance a colonial overlord would talk to a lower level boss. I know it is the case and it doesn't bother me, but it would be nice to know what the % of those fakers really is.
