Thailand Cannabis Festival celebrating legalization June 11,12
I received an invite from one of the Festival sponser's. Barring any last minute festival postponement, I will be there.
From coconut.co:"June 9 marks 120 days since the order to delist cannabis entirely was published in the Royal Gazette on Feb. 9. Prior to that, only the non-psychoactive parts of the plant had been decriminalized.
What will happen after June 9? Under the proposed legislation, people would be able to grow marijuana at home, according to health minister Anutin Charnvirakul on Saturday. While they do not have to obtain permission, growers are supposed to notify the authorities about how many cannabis plants they possess, Anutin said.
Anutin also reminded folks they are supposed to use marijuana “the right way” and be “vigilant about the misuse.”
The bill to legislate cannabis use, as proposed, would enable de facto legalization of recreational use – in private. The details are still being hashed out by the Health Ministry before being introduced in the House of Representatives, according to Anutin. He did not give the time frame. https://coconuts.co/bangkok/news/bangko ... l-in-june/

https://coconuts.co/bangkok/news/holdin ... more-days/“Technically, the government doesn’t endorse recreational use such as smoking, but if you are growing cannabis at home for personal use for cooking or whatnot; if you’re going to cut the flower or process it, then the government won’t be able to monitor you,” said Arun Avery, one of the founders of weed advocacy Highland who sits on the board of a cannabis research facility at Udon Thani Cancer Hospital.
.....Smoking weed in public could be reported and prosecuted as a public nuisance because of the “bad smell,” according to Suwanchai Wattanayingcharoenchai, director of the Disease Control Department. He said he would propose such a rule as an amendment to the bill.

Extracts with more than 0.2% THC will be illegal. Smoking the herb can get you 90 days in the monkey house.
On the bright side after you register online a a grower for personal, medicinal use unless you make waves you will be left alone. Importing seeds will no longer be illegal and I expect the quality of locally grown weed to improve.
More than 80 percent of people in prison in Thailand are held for a drug offense,
perhaps the powers that be will see that ganja is far less harmful to society than either Yaba or lao Khao.
Kratom was delisted about 6 months ago and the leaves are often sold at the roadside now. The country hasn't gone to hell yet

all it takes is someone to report you an ur fucked
legal is THC less than .2% < CA/Colorado legal weed averages 15-20% THC

Gonna have to disagree. .2% only refers to extracts. The change of the law allows growers to grow wether they register to grow or not. You can get in trouble if smoking in public but only "public nuisence" which is a small fine. It is actually the police that have been getting in trouble here. 15-20% weed in Oregon ends up on the discount shelf. Everything changes here on JUne 9. As I am here now I will not comment further until June 9 on the situation on the ground out of respect to the KIngdom. from thaipbsworld: " An inspector and three other Si Racha district police officers, in Thailand’s eastern province of Chon Buri, have been transferred to inactive posts at the operations centre for arresting a 56-year-old woman for having one cannabis plant in her apartment in Si Racha district.Phuket2006 wrote: ↑Mon Jun 06, 2022 9:23 amWRONG:just cause the government wont monitor you , does not mean its legal!!!..... if you’re going to cut the flower or process it, then the government won’t be able to monitor you,”

Commander of Chon Buri provincial police Pol Maj-Gen Attasit Kitjaharn, who ordered the transfer of the four officers yesterday (Tuesday), said that the four should have exercised better judgment, by taking into consideration both the legal and social aspects, before making the arrest.
He said that the Royal Thai Police have issued a directive for all police to follow regarding offences related to cannabis and hemp during the transition period, after an amendment to the Narcotics Bill which removed them both from Category 5 list of narcotics has been passed, but will only be effective from June 9.
Despite this, he added, there are still some officers who do not follow this directive. https://www.thaipbsworld.com/four-si-ra ... bis-plant/

Those currently incarcerated or facing charges to be released. From NTN: BANGKOK (NNT) - The Office of Judiciary will cancel most ongoing cannabis-related trials and detentions once new cannabis laws take effect on June 9, 2022.
Judiciary Office Spokesperson Sorawit Limparangsri recently disclosed that cannabis-related offenses resulting in court cases and detentions prior to June 9 will be dropped and any bond payments returned. Those imprisoned in related trials for failing to pay fines will also be released.
Defendants awaiting decisions will have their cases dismissed, but they must still appear in court to hear their rulings. On the matter of prison releases, the court will review them on a case-by-case basis before issuing a court order as some cases could still result in jail sentences. The spokesperson also urged relatives of prisoners to submit requests for the review.
The production, import, export, distribution, consumption and possession of cannabis — with the exception of psychoactive substances — will be formally legalized on June 9 when an announcement issued by the Ministry of Public Health and published in the Royal Gazette on February 9 takes effect. Under the new regulations, all parts of cannabis and hemp plants, except for extracts containing more than 0.2% tetrahydrocannabinol (THC), the plant’s psychoactive ingredient, will be removed from the narcotics list.

Years ago my wife travelled to Thailand with a friend and asked if she could use my knapsack. I had always kept a bag of weed in it for when I was working away. She ended up travelling through Thailand for a month with a short stop in Japan with the weed in the bag only to discover it before packing to come home.
I can't imagine if she had have been caught with it.

It's a great initiative, I hope all the other countries in the region will follow this initiative which has been very successful in advanced nations such as the USA, Canada, Jamaica and Burkina Faso.

Pretty sure cannabis is a psychoactive substance. Did they mean to say 'psychotropic'?
Meanwhile, in Ukraine
Ukraine's Health Minister Viktor Liashko announced on June 7 that the government had backed the bill that would legalize medical cannabis amid the war with Russia.
"We understand the negative effects of war on mental health. We understand the number of people who will need medical treatment due to this exposure. And we understand that there is no time to wait," he wrote on a Facebook post.

June 9 and Cannabis is legal now in Thailand. Bit of good news as old school hash is ON the menu as it is not an oil but rather compressed bits of the most resinous parts of the flower. Oil concentrates are OFF the menu. There is already a Danish owned and run Canna-Bar where you can purchase flower and hash named Candyland operating with "permission from the Thai-Gov't," as told to me by it's owner Jay, last night in Chonburi. Yes, you can consume/smoke to your hearts content inside his air conditioned premises, Thc percentages are printed on his menu at between 25-30%. There are currently no testing facilities here that I know of however. A lot of American genetics being used by growers here and it is quite good and packs a serious punch. Prices currently in the 500/600 Bahts per gram range for upper tier flower/hash.
From the Bangkok Post: Police will be unable to arrest anyone in possession of cannabis when it’s officially removed from the Category 5 narcotics list on Thursday, according to the Office of the Narcotics Control Board (ONCB).
The ONCB on Wednesday outlined to police nationwide how, in most cases, cannabis will not be considered an illicit drug from Thursday when a Ministry of Public Health announcement published in the Royal Gazette on Feb 9 takes effect. This means that the production, import, export, distribution, consumption, and possession of cannabis will be formally legalised. However, cannabis oil extracts that contain more than 0.2% of tetrahydrocannabinol (THC), the main psychoactive compound in cannabis, will still be recognized as a category 5 substance and regulated under laws pertaining to narcotics control and suppression.
“If police officers find any products that have cannabis oil without permission or that are not certified by the Food and Drug Administration, police can seize those products for later running at a THC lab for testing before pressing charges against wrongdoers,” said a ONCB source.
Police cannot arrest those who possess cannabis or grow the plant for personal use.
Despite permission allowing homegrown cannabis, the law prohibits using cannabis buds as a cooking ingredient.

A recap of Thai Cannabis legislation from Thaipbsworld:
The Lower House overwhelmingly passed the first reading of the Bhumjaithai party’s Cannabis and Hemp Bill yesterday (Wednesday), which will legalise the controlled use, production, sale, import and export of cannabis, hemp and their extracts.
373 MPs voted in support of the bill, with 7 against. 23 MPs abstained.
The vote comes as Thailand’s decriminalisation of cannabis and hemp came into effect today (Thursday), by which the plants, except for the extracts with THC content exceeding 0.2%, are removed from Category 5 narcotics list.
A 25-member scrutiny committee was set up to vet the bill within 15 days, when the Bill is to be returned for its second and third readings.
During the debate last night, Public Health Minister and Bhumjaithai party leader Anutin Charnvirakul said that the Bill is not intended to legalise the use of cannabis or marijuana in a way that would promote its use in public in a way which would cause a nuisance to other people, but is primarily intended to make use of the two plants for medical and health purposes.
He said he wants the two plants to be treated as economic crops, from which Thai people can make some revenue, adding “This is an historic day for all MPs to collectively liberalise ganja (cannabis), our ancient Thai medical herb and make it legitimate.”
Under this Bill, any individual can grow cannabis or hemp for household consumption, but have to register with the Thai Food and Drug Administration, which has launched a website and an app to facilitate the registration process.
Production, import, export and sale of the two plants or their products requires permission from authorities. Currently, only imports of cannabis for medical purposes, research and for official use will be permitted.
Sale of cannabis or hemp to people under 20, pregnant women, breast-feeding women and certain types of people, as specified by the public health minister, remains prohibited. https://www.thaipbsworld.com/thailands- ... wer-house/
