The number of ATMs per 100,000 adults increased from their levels in 2019 to those in 2020-2021 in Cambodia, according to a study.
The number of commercial bank branches (per 100,000 adults) has declined since 2019 in many ASEAN member states, except for Cambodia and Viet Nam, ADB’s ‘Narrowing the Development Gap: Follow-Up Monitor of the ASEAN Framework for Equitable Economic Development’ report said.
The number of ATMs per 100,000 adults in Cambodia rose to 29 in 2020-2021, from 23.3 in 2019. Similarly, the number of commercial bank branches per 100,000 adults increased to 12.0 in 2020-2021, from 8.3 in 2019.
“By the end of December 2022, there were 4,390 ATMs nationwide and the total transactions through ATMs reached 4.67 million, a decrease of about four percent compared to the same period in 2021. On top of transactions through ATMs, digital payment, especially via QR Code payment or mobile transfers, has been increasingly popular among the public,” Chea Chanto, National Bank of Cambodia Governor, told Khmer Times earlier this year.
The number of registered mobile money accounts per 1,000 adults has been increasing in ASEAN member states, including Cambodia, the ADB study said.
“Mobile money accounts have even nearly doubled for some member states, and more than doubled for others during the pandemic. Measures of financial inclusion consist of density indicators, such as the number of bank branches or ATMs per capita, and “user-side” indicators, such as account ownership,” it said.
According to the ADB study, data in 2021 suggested that all ASEAN member states increased ownership of accounts at a financial institution or with a mobile money service provider, though the proportions remain below half of the population aged 15 and over in Cambodia (33.3 percent), the Lao PDR (37.3 percent), and Myanmar (47.8 percent).
“The ASEAN Framework for Equitable Economic Development is an important initiative of ASEAN that emphasises equitable economic development for the region. Aimed at narrowing the development gaps both within and between the ASEAN member states, the framework focuses on providing better access to opportunities for human development, social welfare and justice, as well as ensuring more inclusive participation in ASEAN integration process and community-building efforts,” said Kao Kim Hourn, Secretary-General, ASEAN.

Thank goodness we got them here finally. I remember when the first ones were installed several years ago - robbers would be lurking around them waiting for someone to withdraw money (true story)...

When I came here first there was one single ATM in Laos, and not a single one here. You could go into a bank and use a Visa card to withdraw money though. The first one was installed in 2005 I believe.

Pet hate of mine is getting stuck behind a Khmer person using the ATM. Withdrawing 100,000 riel from 3 different accounts, with 3 different cards, with 3 attempts at the PIN for each one.
Or stuck behind the person depositing ridiculous numbers of $100 notes at the ATMs which offer cash deposit facilities.

If you hit an ATM around the middle or end of the month when payday comes and there are a few locals there it can take forever.
Searching in their wallet/bag, staring at the screen, moving like a sloth on the buttons, checking receipts, counting money and carefully folding it and putting it away, then taking another card out etc...

Only traveller's checks (and cash) were used here when I first arrived in the 1990s. Had to cash the traveller's checks at the floating casino (the only casino back then) if the banks were closed....
