Though once you spread out people from "low risk" countries into the wild, in countries with a low vaccination level, things immediately go haywire. Not that difficult to predict that happening.
I saw these nations mentioned: UK, US, Australia, Singapore, China and HK, Germany, Sweden, Denmark, Norway and Russia. But as I understand it the list will be expanded on. It sounds pretty silly they'd include USA, but not Canada. Australia but not New Zealand.

So the follow up question.... could any German citizen enter, or must be coming from Germany? It applies to travellers from the point of departure, not nationals. It operates on the same principle as most countries apply currently.
If a Cambodian National, for example, arrives from the U.K. with the necessary vaccination status, they would be allowed in. Conversely, a Brit or American arriving directly from a country outside the ten wouldn’t be let in.

I don't know anything about it, but my guess would be that it is based on nationality. The pertinent phrase is ‘travellers from’.
This has been the case in lots of countries for pretty much the last year. Look at the U.K. for example. A Thai traveller from red-list destination Thailand could still enter the U.K. providing they travelled via and quarantined in, for example, an amber list country like Dubai for the necessary time.

The full list will be finalised at a CCSA meeting later this week, said the authorities. The list will be gradually expanded in coming months.
