The Embassy in London requires applicants to submit extensive business/employment related supporting documentation when applying for an E-type Visa. I want to hire someone currently in Holland. He now has a signed, stamped letter of employment, and copies of our business registration and latest patent tax certificate. As, he says, there is no Cambodian Embassy in Holland, he proposes flying to Thailand first, getting his Type E-visa ('Ordinary/Business') there, and then flying from Bangkok to Phnom Penh.
Of course, many things can go wrong travelling these days, but given average luck, if he wanted to arrive in Phnom Penh as quickly as possible, how many days would you guess Holland to PP via BKK for visa would take? (I am thinking 4-8 days depending on the Embassy work week.)
I guess that in Thailand, in addition to getting the E-visa for Cambodia, he will also need to get another, more recent, negative Covid PCR test & wet stamped certificate. Correct?
And is entering Thailand now relatively easy? Vax cert., neg. test, Thai insurance.

pain in the ass to get an ordinary visa in Bangkok> make sure you have ALL the correct stamped paperwork and even than expect to be asked for more

I'd consider going to the embassy in Brussels. Thailand is a bureaucratic nightmare and the Thai pass is a pain in the arse. Plus getting a preflight PCR to Cambodia isn't that straightforward.
As Logos pointed out, the Cambodian Embassy in Brussels is accredited to the Netherlands, application can be submitted by courier, no need to go in person.
