Those wishing to visit Cambodia from November 30, 2021 onwards, starting in Sihanoukville, Koh Rong, Sihanoukville and Darasakor area of Koh Kong province and then in Siem Reap, in January 2022, within the framework of the Vaccine Tourism Program, which allows international tourists to stay and visit local or safe tourist destinations for 5 days without the need for a hotel quarantine.
Visitors to the vaccination tour are required to have a quick screening for COVID-19 upon arrival at the airport. If the results are negative, tourists can travel freely in the area or safe tourism destination, all tourism businesses are inspected in accordance with the standard operating procedures and tourism safety rules in advance."

This plan is geared towards attracting Asian tourists only, ie.: Thais, Chinese, Koreans, Taiwanese, Singaporeans and Japanese... They already have travel agents who will arrange cheaper packages for them as flights become more available... So, for the immediate future, don't expect to see more than maybe a tiny handful of rich expat Westerner families on holiday from neighboring countries like Singapore, etc...
...Anyway, it's so depressing to think no young adventurous backpackers will be able to travel easily to Asia for the foreseeable future... I hope that I am wrong... But, so far as I can see, the whole clusterfuck system of getting visas and 'opening-up' plan reflects the prime minister's general dislike of Westerners... It is much much easier to get cash from the Chinese... Americans and Euros here are equal to just a little bit of small change by comparison to the wealthy might of Chinese "investors" and other Asians, from whom the regime gets its largest slice of graft...
Oh well, everyone knows all this already... Who cares...

A friend and his Khmer wife, both double vaxed, just bought tickets to Phnom Penh from Canada departing early December. (About CAD$500ea. for one-way, flying from middle Canada. Not sure what his visa plans are, maybe an E-Entry visa based on family?) He just wants to be back, and will take whatever the current rules are, but he's certainly hoping to have less than the 7-day $1,000 quarantine.
Has the govt made any statements about when they might offer more clear definitions of 'high value tourists' or 'business investors'?
They have a Kampot farm, a few nearby rice fields, and a built but not yet opened Khmer restaurant.

Do you know the airline? I just looked recently and the cheapest I could get from Vancouver was almost 900 bucks on Singapore Airlines.
I think he said Asiana, but I'll ask again.
I haven't tried to book, but have been watching Kayak for a general idea. Prices and routes and airlines flying seem very volatile at the moment for near future flights, with several hundred dollars difference day to day. Looking two months ahead to late January, prices quite cheap and more steady, but that may be mere illusion, with airlines saying they will fly, but not actually sure. Interesting times.
