Transit requirements
Passengers will be able to transit through Hong Kong if:
- Their itinerary is contained in a single booking;
- They meet the entry requirements of their final destination;
- They have their baggage checked through to the final destination;
- They have been issued their onward boarding pass(es) from their origin; and
- The connection time between flights is within 24 hours.
Transit restrictions
- Passengers starting their journey in the Chinese Mainland are able to transit Hong Kong International Airport provided they meet the above requirements
- Transiting to destinations in the Chinese Mainland remains unavailable
- Hong Kong International Airport Skypier Sea-to-Air ferry service (Greater Bay Area to Hong Kong) will gradually resume from 28 October 2020, but Air-to-Sea ferry service will remain suspended

I do advise you to check multiple sources, and keep checking up until the date you fly, as restrictions and requirements are constantly changing, often at short notice.

Transit through Taiwan is currently prohibited.
Transit through Singapore is allowed (I assume this has to be on a single ticket, not separate tickets) and it's important to note that to avail yourself of transit through Singapore your PCR test must have been taken within 48 hours, not 72 hours.

Also important to be aware that Singapore Airlines have 2 different types of flights, VTL (Vaccinated Travel Lane) flights, and non-VTL flights...many people have booked VTL flights only to find out they couldn't travel on that flight because they didn't meet the criteria.

Or can you give an example of an itinerary with a transit in Singapore on the way to/from Cambodia that would be impermissible because it's non-VTL?

The most reliable airlines are at the moment Singapore Air and Korean Air/Asiana. The first one with daily connects between Phnom Penh and Europe. Both tend to stick to the schedule they publish. All other airlines just publish something of a schedule, collect money from the tickets and cancel whatever is not fitting their goals, sometimes within days before departure. Getting your money back, can be a painful exercise, IF possible at all.
Cathay Pacific, despite being my preferred airline, I would advise against them, at the moment. They are simply too much hindered by the China rules. Their biggest issue is the crew quarantine back into Hong Kong "Normal life", where the crew needs to do the full quarantine, other visitors do too. They did find some ways to deal with that, though it largely implies, crews are away from home for some 7-8 weeks, including 21 days quarantine on return. So, they don't get many crew volunteers for that schedule.
Malaysia Airlines: Hmmmm, if you want an unreliable one, still sitting on huge piles of not-refunded money, go ahead.
China transits: Forbidden.
All Asia transits require to be booked on "one ticket", where each airport does have strict rules which connections with which airlines are allowed.
The Singapore VTL Scheme: Indeed, between the same city-pair, there are both VTL and non-VTL flights. See the Singapore Air website to find the details. Book the wrong one, and you may end up in an expensive quarantine situation, or just denied boarding (VTL flight when you aren't allowed to). All on your own dime, of course.
Bangkok transit: Yeah, possible, however be aware, Thailand does have a huge risk to get completely out of control on Covid-19 (not enough people vaccinated, before opening up the country) and as such, expect the country/transit will close again. Just irresponsible, what they try to do, opening up the country.
Get yourself subscriptions on ExpertFlyer and Flightradar24, and learn to use these in combination with matrix.itasoftware.com, to get an understanding how reliable airlines are with sticking to their schedule, as well the signs, that cancelations are upcoming.
Purchase tickets direct with the airlines, and fly on the metal of the airline you purchase the ticket from. Forget all the online ticket resellers. When things go haywire, they are useless, and you are on your own to solve the issues, often against seriously elevated -last minute- pricing.
Carefully check the regulations. One dot wrong, and you will be denied boarding. Airlines are VERY strict (often more than required), since they are heavily fined, when the authorities find irregularities (often at the end-point), and you even have the risk to be sent back on your own expensive dime.
Oh, and ticket prices are highhhhhhhhh, though sometimes, Matrix does show interesting options, usually far out though.
Edit: Yep, traveling in and out of Phnom Penh is certainly possible (has always been), though it needs careful checking for the options, etc.

Thanks for the update. I tried to book a VN citizen back to Hanoi but the CambodiaAngkorAir ticket website shows no flights yet in Nov/Dec. (at least last night when I saw the initial schedule posted) Let's hope it soon becomes available.
