To clarify from March 17 2022 all borders, land sea and air, will be able to grant Visas on Arrival. a) Are we sure this is ALL the types of Visa on Arrival that were available before Covid? I'm most particularly interested in the E-Type visa ('Ordinary'/'Business')
b) does this mean land borders are now open? Or, that the Cambodian side is open, but that as Thai, Lao, and Vietnam sides of land borders remain closed, no one can cross yet?

And, let's hope the airlines & IATA pay attention and update their requirements for Cambodia promptly. Cambodia opening up is GREAT for tourism and workers, but if airlines won't let passengers on planes without a visa or prior negative tests, it doesn't help a hell of a lot.
If Cambodia is trying to get a small tourism bounce by opening before its neighbours, the government needs to push IATA very Hard and very Fast to update their network!

I keep saying: Cambodia's handling of Covid-19 and the restrictions surrounding it, are excellent.
But what about this:

Thailand opened 3 border crossing with Laos and Malaysia,(Nong Khai, Udon Thani, and Songkhla) March 1st but still need do testing, insurance, ( $20,000) and 1 night quarantine. They also are saying May 1st doing away with this.
I put my money on opening with Cambodia, May, once thailand does away with the pre testing requirement and arrival testing on day 1 and 5

there were u need quarantine ur 1st night as they have SHA+ hotels

Cheers for that Civil Aviation letter PSD_Kiwi. In the immediate future, I'd recommend travellers print and carry a copy of it, as some overworked airline staff can get stubborn that they know the rules. However, the fact that Vietnam and soon Thailand are also changing rules will likely force airline staff to reread everything.
One negative thought, does Cambodia still officially require an onward ticket for incoming air passengers?
The onward ticket required rule is a stupid and annoying regulation and was rarely enforced by airlines, but some check-in staff did demand it. I have flown into Cambodia (and Thailand) numerous times without an onward ticket, but knowing it might come up adds totally useless stress.(usually requiring a move to a different ticket purchase desk, then waiting in the check-in line a 2nd time, and a loss of $ even if "fully refundable".)
