You mean anywhere but Moldova, Mexico, Dominican Republic, Norway, Iceland, Slovenia, Bahrain, Jordan, Ireland, Romania, Hungary, Saudia Arabia, Montenegro, Curacao, England, Aruba, Maldives and Mongolia?
You can travel to these places today without any restrictions whatsoever, not even a pcr test. Doesn't matter if you have 1, 2, 3, 4, 5, 10 or no jabs. They do not care and are completely open for all travelers.
Closer to Cambodia you have Dubai, India and Vietnam where everyone is also welcome without exception as long as you have a negative pre-flight pcr test...
Half the world's population is unjabbed. Of the other half about half is not fully jabbed... i.e. they have only 1 or 2 jabs... then you have those that have only 3. And the ones who have only 4 will within a few months become "not fully jabbed" again. It's a never ending jabathon where the fully jabbed group will get smaller and smaller the longer it goes on... and stats show that more and more people are deciding to stop at 2 or 3 or whatever. In the words of Fauci : "Noone is ever fully vaccinated"...
In a world where leaders have decimated the economies of their countries with lockdowns, it's not a question of IF countries open up for everyone again or not, but WHEN.
