Why are salaries for skilled positions so low?

Skilled positions pay well.
Web design and english teaching are not skilled occupations. There are no barriers to entry.
45% of the employed foreigners I meet in Cambodia are IT professionals, 45% of the employed foreigners I meet teach English just because they can kind of talk it.
5% are skilled and have well paid jobs. 5% were in the right place at the right time.
Get a skill that a local cannot do.
If you can not do well in your home country then chances are you cannot do well in Cambodia.
If you can do well in your home country the then why the hell do you need to work in Cambodia?
If you are a failure at home chances are you will be just as much a failure in Cambodia.

Well, let me put it to from a different perspective. I you want to design, and can't find the work you are looking for, then get that $1000 job teaching English and get off your lazy ass and find it. Try prospective foreigners, although others will pay too. If you want some one to hand you up a dish of designing jobs, then you had better check how much the plumbers, electricians, and carpenters are being paid. Hey, if you like it here get off your ass and find a 'designer' computer cool shit job. Plenty schools looking for them too.

For instance there's also a number of expats who think they can run a bar because they like to drink, or run a hotel because they enjoy lazying around by a pool all day long sipping their mojitos. I know some philippino designers working here making $2k+ . At $3k you are very limited in options here maybe a handful of designers making that, I could be wrong. Check out some of the busiest SE Asian websites and you will see that they are cluttered with blinding banners and are at odds with what you are trying to do. Different market different needs.

I employ at last count 16 people that are over the $1000/month mark. Half are foreigners.
They are all high-skilled individuals in their profession, which have high barriers to entry, due to long experience and professional qualifications required.
Other than that, its a tough job market out there.

There are also expats who think they can buy and refurbish and manage apartments, as well as expats who think they can buy and run websites. From what I hear.

Have you ever designed a website? How much experience do you have teaching English, or recruiting English teachers?
If you qualify your statement to say 'with certain employers', fine, but that applies to almost any sector.
Your statement that people are only here because they cannot do as well back home is also way off the mark.

It's better to pay for 10 lazy local (slaves) people @ $300/month who can't do shit or understand what they're being asked than having a single skilled foreigner paid @ $2500.

I'm back doing skilled work in Barangland, and there's no way i have free time during work time to post conspiracy theories on Khmer440, and it's always been that way over here.
Now compare that to "skilled" barang workers in the KOW...
Do you have to clock in and out?

Health and safety all over you?

Designers who are up to international standards almost all work remotely. If you're good at what you do and you have a good portfolio and references, you can make a few $k per month without breaking a sweat. If you're limiting yourself to local companies, it's likely because you know they have lower standards and will be more impressed with your work, which is all well and good but they also have lower expectations when it comes to payment.
