Good, I suppose, but is there a reason they don't ask for work permit applications in early January, or even in Dec for the following year?
My perhaps incorrect understanding is that a work permit is only valid until Dec 31st, and that if someone works even one day in the following year, say 1 January, then they must get a new work permit for the new year. OK, but why wait till March to get the permit, or in this case till end of May, when they might well have left the country several months previously.

The official WP renewal period is 1st Jan - 31st Mar each year, this is clearly publicised and there is no real excuse for not having applied for a renewal by this deadline, you cannot apply for a renewal prior to 1st Jan. The MoLVT have been very generous , every year since they have started enforcing WP's, they have extended the deadline.
Work Permits are valid for the calendar year, 1st Jan - 31st Dec, regardless of when it was applied for.
Failure to apply for a renewal by the deadline could result in a fine of up to $630 by the MoLVT and/or up to $900 by a court. Furthermore, Chapters 5 and 6 of the Law on Immigration provide for a term of imprisonment of up to three months and deportation orders may also be issued to the foreign employees concerned.
If you did not hold a WP for any years whilst in country on an E-type Visa or any E-type Visa EOS, you will be charged a $100 retroactive fee for those years, regardless of how many days you were actually in the country, or whether you were actually employed or not.
First time WP's can be applied for at any time throughout the year, regardless of when you arrived, with no fines, but retroactive fees will still be applied for any years in country on an E-type Visa/EOS without a WP.

Romantic Cambodia is dead and gone. It's with McKinley in the grave.
My friend was in Cambodia 10-12 years on the Gratis Foreign Affairs visa, although the last few years of that time s/he paid a facilitator for it, as Foreign Affairs was fishing for bribes by s-l-o-w-l-y gluing in 3-month extensions instead of requested 1-year extensions. (So slowly your passport spent most of the time in Government offices. Not to mention filling up passport pages.) If s/he, returned to Cambodia, would s/he get work permit nabbed for those long past years? Would they dig up the floppy disks for those old UNTAC computers?
How many passports SHOULD one give to MoLVT? (More of a practical question, than a moral one.)
Are all Ministries now tight, sharing computer data perfectly. Or, do they still fight greedily to protect their own turf and income sources?

@Guest9999, no retroactive fees will be charged if your friend returns and ever applies for a WP. The gratis Visa you are referring to is the C-type (Courtesy) Visa, holders of this Visa are not required to have a WP.
The retroactive fees for previous years only applies to years in country on an E-type Visas/EOS without a WP.

Thank you for the reply. I'll inform my friend, and suggest that if s/he can't find those early passports, or recall the exact year when C-type became E-type in them, that probably the most recent passport or two will suffice.
Happily, I think s/he said, each of the last two passports was received while outside Cambodia, and opens with a totally new, 'clean', un-linked Cambodia entry visa, so the following EOS is unconnected to the earlier passports - with no hand written immigration notes to the contrary.
