Someone looked into doing this about 10 years ago. The problem was back then was a legal issue not a financial one. The problem was that the business owner would ultimately be liable for whatever was in the rented lockers on his property. Therefore, if someone stored drugs in one of them the owner would be liable, as well as the locker tenant.
I think that was the one reason it didn't work out or started.

If drugs are found in a hotel room, is the hotel owner liable? If drugs are transported using a rented car, is the rental agency liable? If illegal pornography is viewed in an internet cafe, is the cafe owner liable? To be honest I asked him the same questions. The guy in question just saw too many legal minefields in this and decided it wasn't worth all the time, effort, and risk, for a such a small financial reward.

A poster mentions the legal liability issues. Well, how do they manage to operate safety box services in Kuala Lumpur, Singapore, Hong Kong, Bangkok and everywhere else in the world? I have several and I don't see those entrepreneurs ringing their hands over 'what if...?' risks. The first is low rent per square foot and is for documents and household/business goods. The second is much more expensive per square foot and is for cash, jewellery, precious metals, gems. dodgy photos and phallic-shaped vibrators (illegal in Cambodia) etc. Very different function and price.

The owner was on old guy named "Mr. Elliot" who sounded like a mobster and implored customers that "Who you are is not our business. We don't want to know your name or what you put in your box."
Not suprisingly, this attracted shady characters who put cash and valuables in the private safe deposit boxes.
Then in 2012 Mr. Elliot's private vault business got robbed, likely an inside job, and the customers lost millions.
