I think there is a law that says you have to register a new-born with your local sangkat within a certain period, I'd imagine this role is fulfilled when locally-born children get birth-certs. I'm not sure. However the changes in the visa laws (where children of foreign parents below the age of 12 are no longer exempt from visa charges) mean that you might be liable for an overstay charge. Yup. I heard about the changes re the visas. We will only be late for about a week, I think, so if its only the overstaying penalty, then it's okay.
