That's a crazy story. It's a shame that you got fucked up but nobody forced you to climb on some slippery pole to get your hot water going. I got stabbed on my razor wire this evening, only the second time in many years. It's funny because the rusty spikes have barbs and you have to pretty much reverse directions to extract yourself. The first row of razor wire was put in in 2013 during elections and the second after some thieving a couple of years ago. I'm not about to sue anyone. You should have brought this issue to the owner's attention way back, if they aren't just total cunts they would have fixed it.

Good luck. No way to win this. You brought yourself in harms way. When you rent a place and notice something that might be a problem the first thing to do is ask your landlord to fix it. Preferably in writing so you have proof later on. You could also opt for the local tuktuk driver. Offer them enough incentive and most are happy to help. They have fetched a dead cat of my roof, cut a tree, etc.
Law enforcement and anything related to it is useless. My wife has been robbed at gun point, our motorbike has been stripped (doorlock was too strong for the thieves), staff moto had been stolen (recovered by a local tuktuk who radioed friends). In all cases the police first demand money, take a statement and close the file. At night the policestation was a drunken mess. Good luck going to a court where amounts are way higher and the net result likely the same.....
