How do I obtain a Cambodian Penal Clearance certificate from overseas please?
Oh I no longer have copies of residence letters from sangkats etc etc.

You will need to use an agency, and it will cost you a pretty penny. Contact Consultancy Cambodia, plenty of successful reports from people who have used them for this service.
As a side note, anyone leaving Cambodia who thinks they may need a Police Clearance from Cambodia sometime in the future, get it before you leave.

There is a lady ( or was ) at the ministry office opposite the Chenda Theatre on Sisowath who did all the criminal clearances. I used to have her name in my phone but no longer. I am sure she would do it for you for enough $$

I got one when I was out of the country a few years ago. Was expensive as needed to bypass residence certs etc made more so as I likely used the most expensive legal office in town. Foresight would have gotten one whilst still in the country.

I cannot think of any major changes to Cambodian Bureaucratic procedures which impact foreigners for the past several years. The only real change has been the FPCS, but even that is not the responsibility of foreigners to complete unless they own the property or accommodation business, and even then, it is a very simple task.
The Police Check which the OP is asking about is not a mandatory bureaucratic requirement for foreigners living in Cambodia, there are very few times that a foreigner would require a Police Check whilst living in Cambodia, it is usually required by foreigners & Cambodians when applying for certain jobs in other countries, or Visas to certain countries.

These Cambodia forums are VERY lucky to have you PSD_Kiwi because there is more than a grain of truth in zinfandel's comment. In the 90's, a friendly and knowledgeable person like you would connect expats with a problem with a Khmer individual with the power to solve it, not with an explanation of rules and procedures on the books.
Rule of law can be great, don't get me wrong, but Cambodia certainly felt bureaucracy free before, in a way it feels less and less every year now.
