This person lives in Phnom Penh and borrows money from people based on lies. I had occasion to have helped him out of what I thought was a temporary situation by loaning him money. He claims to have a Thai based trading company, a deal that just closed and is waiting on funds to be released by the bank which never happens. The situation was not temporary and the story still hasn’t changed, the check is in the mail!
He claims to be a former NFL player with the Packers and 49ers,, claims to have a high ranking Thai official in his pocket and is from the midwest. He has been evicted from a condo across the Tonle and the Silver Mounts Hotel recently.

I haven't lent Will any money, but during the difficult period last year, I made a lot of small loans to foreigners in Cambodia and haven't had a single one paid back and rarely an acknowledgement that the debt is outstanding. One I was sure would come good I lost a further $100 on in a sidebet.
It's a bit crap really because I'll say, no, sorry, to the next person that asks and they might be a truly deserving case with every intention of paying it back. Difficult not to conclude there is a reason why people are skint.

I think the large number of 'scammers' now in Cambodia is not just due to people being skint.
After two years of more challenging entry visas, there are a lot fewer expats in-country than pre-pandemic, so you might expect less scammers. However, I encountered more dodgy folks in 2021 than any decade since my feet first touched Cambodian soil. A group of the scammers were a vaguely related 'family', so that bumped up the total, but still.
The pandemic has been a hard ride, so the percentage of poor expats IS high. Most people generally feel they have been gut-punched by this pandemic: the closures, lockdowns, work/pay reductions, and general restrictions on movement, travel, etc, etc. Many feel the pandemic was unfair, and. some of these use that perceived unfairness as permission to be dishonest, borrowing, for example, with zero intention of repayment.
One of the scammer family put himself into hospital with drugs and alcohol. His son, when he eventually visited, gave a false name to hospital staff, claiming he was a mere acquaintance only. The family begged, and $$ were collected to pay the hospital, but perhaps they successfully pulled a runner - being white skinned and neat enough, because the next I heard, the whole skint family had spent four days holidaying in Siem Reap at a fairly posh hotel, Facebook pictures and all.
That family have probably been scamming, individually or together(?), for many years, but some others I encountered were likely normal, good people pre-pandemic, but they, like victims', just feel the world hasn't treated them with common decency the last 2 years, so why should they act any differently to those they meet.
Permanent damage or not? Only time will tell.

I lent money, short term to 7 or 8 people over the past year and they nearly all have paid back fairly promptly.
About half Khmer and half foreign. There are only 2 with funds outstanding.
One is waiting for potatoes to be picked before paying back and another I doubt if I'll see the money again - but I suspected that may be the case when I lent it. She has a 8 year old kid though and the money was to make sure there was food on the table for her - and that's ok with me.
