Seems as though the number of saltwater fish is quite limited - but Spinefish come in various shapes & sizes & might be suitable? There are some pics & at least a Thai translation here:

In Cambodia you probably want to ask for "drei samut" (sea fish) and see what that brings up at the market. Phsar Thmey/Central market has a ton of fish, best look around and ask there I reckon.

My cleaning lady stops by in the late afternoons and compliments my scrod. She says it doesn't smell fishy at all.
I don't eat fish, but on the odd occasion I make fish n chips for the kids I either use Snapper or Barramundi, fresh from the fish section at Central Market.

Brown vinegar, eggs, Leffe bruin, baking soda, salt for the batter
Deep fried chips in olive oil. Washed the chips and put them in the fridge for an hour
Then fried fillets in same oil
Bread crumbs also from Superduper
Very good result, all gone now (burp)
